iCam is what you want/need I think. It relays video and audio from your webcam to your iPhone either through wifi, 3G or edge

i use air cam lite, it works pretty well except there is about a 5 second delay, it relays from webcam on computer to iphone using wifi, i dont know about 3g

I use schlage Zwave door lock with a Ip Camera you can get which is pretty cool.

why not use an iPhone 4 (mounted) with the front facing camera

I'd say a spare iPhone and some duct tape should do the trick. JB both phones, connect via Facetime over 3G and your in business... your very own iBackupcam.
