Universal Back up Time Machine

When I make a backup via Time Machine it is placed on my external hard drive. There also all placed backups with date, but when I choose a file are a previous backup, then it is placed as most recently in those backups. This applies to all files.

So I can make backups, but I can't retrieve previous files, even though they are in a previous backup. It seems as if Time Machine backs up everything.

Anyone have any idea what I can do or what I'm doing wrong?
