updated to iOS 10.3 last night and today my background won't stop moving! I have "perspective" turned on and it's a still wallpaper. When I tilt the phone up and down the wallpaper just keeps moving lol it'll stop once I open an app but goes back to freaking out once I tilt the phone up and down. Anyone else have this bug?

No. Once I tilt the phone up and down the background continues to move without me tilting the phone.. that's not how it works. Perspective requires user input. This continues without any user input.

Once you tilt and stop the background starts moving back in the other direction to the original position but at a slower frame rate. It has always done this and I remember noticing it long ago (iOS 7 or 8???). More noticeable on an iPad too.

I know how perspective functions.
It's like a gif playing in the background. I can place my phone on a table and the background will keep moving. It's not slowly moving. It is moving very violently. Imagine you shaking your phone and seeing the perspective in action. Now put the phone on the table and the background is STILL moving.

THE BACKGROUND IS A STILL PICTURE NOT A "LIVE" BACKGROUND.
 
You haven't mentioned it so I'll ask: have you tried turning it off and then on again?

I laughed when i read "it is moving violently !!! "
