I've backed up my iPhone to iCloud ready for when I wipe it to trade in for the iPhone 12.
However, whilst my phone says that it has used 48GB of storage (79GB free of its 128GB capacity) after performing the back up iCloud says it has only used 28.4GB.

So theres 20GB missing. Any reason for the difference? I realise some of it will be for iOS itself.
I have photos set to back up, which will be the largest file size..

It will only save what you have turned on to do so. Some things must not be turned on in I cloud backup. I only have pics, contacts and texts set to back up. I don’t backup any apps.

iCloud backups do not back up the actual applications. https://support.apple.com/en-us/HT207428

I've only just discovered since updating my iPhone 7 to iOS 14 that it has the Apple TV app, and this app has access to films I downloaded years ago, as well as videos I've recorded on my iPhone. Maybe this is the missing data?? I don't actually know whereabout on my phone these files are stored? But I'd like to make sure they are available on my iPhone 12 when I collect it on Saturday.

If these files/films are stored on my phone, is there a way of backing them up to iCloud as I can't find a way of doing so. Or is there no need?
