I have summerboard installed. How in summerboard do you do it?

Well if you're using a theme in summerboard. You can replace the default wallpaper in the summerboard theme that you're using.
You'd have to access your phone via 'ssh'

How do you access it and then what are the steps for changing the backround behind the icons.

In Summerboard settings, turn Theme Wallpaper off, then scroll down and turn Wallpaper ON. Your wallpaper will then appear, assuming you have the wallpaper in your Photos via iTunes.
