Backup iCloud photos without a computer?

I have a family member who only owns an iPad and an iPhone. She would like to backup her photos and video clips taken with her phone and tablet to a second source outside of iCloud automatically - she does not want to copy data manually with the files app. Can someone suggest an application or device she could purchase to accomplish this? Thanks.

Various cloud storage services offer something like that through an app, like Google Photos, OneDrive, Dropbox, Box, etc.
