I need to reset my Note2, return it and get another one. There is an option under Back up and reset labeled "Back up my data"
1. Where is this data backed up to?
2. How do I access this data on my next Note2?

I just turned on another Note2 and none of my previous apps have been downloaded. Where is the option to restore the apps that were supposedly backed up previously?
Settings>Samsung Account>Device Backup>Back up now.

That Google account backup backs up next-to-nothing. If you were hoping for it to restore your app data, then you're going to be in for disappointment. I don't know about that Samsung account backup though, I don't have any Samsung devices- maybe it will perform a full backup, give it a go.
Agreed on Google's backup services--next to useless, which is surprising considering their experience in the cloud. No app data is backed up and in my experience, sometimes it automatically downloads apps, other times it doesn't.
Most robust backup options are only available via rooting.
