I recently got a new iPad mini 5, and for some reasons, iTunes seems to insist on backing it up into the iCloud. I never used iCloud, I won't use iCloud, and I want to keep my backups local. So I switched my backup options within iTunes to "local".

Yet, the next time my Mac connects to the iPad – whether via wifi or cable – the settings are back to "iCloud". Is this a bug or am I missing some additional options here?
 
What basic troubleshooting have you done already? iTunes up to date? Device up to date? Both computer and iPad restarted?

I have tried (re)moving the iTunes preferences as a whole, but that caused more trouble than it fixed. If there is a dedicated file containing just the device settings, I'm not aware of that.
