My 512GB iPad Pro 10.5 is under AppleCare+. Its battery is now below 80%. I am planning on having it replaced and it looks like Apple only does it via refurb exchange.

I have backups to iCloud and iTunes, but the App restore is going to be a killer.

Does anybody know of any other way to back up and restore apps locally? I am running iOS 12 and I hear the old iTunes is broken with that.

Nope apps will only get downloaded from the AppStore directly now. If you do a secure backup of iTunes then it saved app data I think.
 
I backup via iTunes, and when I restore my iPhone / iPad all my apps get automatically downloaded

No other way but to physically download them all again I’m afraid. I have no idea why Apple changed that but it’s really annoying.
