Hello,

I an running Yosemite 10.10.5 on Macbook Air

I use Mozy free to backup the few docs on my mac - this is working fine

I performed a Time machine backup to a USB drive months ago when I first got my mac - this is fine.

I have an icloud account with 50 gb backing up photos off my iphone - this is fine.

I can see all & my latest iphone photos under Photos on my mac

On clicking ' about this mac ' clicking ' storage ' i note that the space allocated to ' backups ' is 8 gb

What is the nature of this backup ? What process has set this ?

I would like to reclaim this space if I can. If not then leave as is.

That is Time Machine's local snapshots. You can read about it at this link.

You can just ignore that space and let the OS manage it for you, or if you want you can disable the feature by running the command below in Terminal.

That Backup space is a function of "Time Machine", check this link for more info.
And BTW, your question asked in a Google search returned instant results.
