ok when i try to download stuff my download status bar pops up as it should but the download speed is between 15-25 kbp/s is this bad and if so which is it my modem or macbook? its a 256k dsl modem w/ built-in wireless and i'm running 802.11g on my macbook

What happens if you connect using a cable? What about a different computer on the same connection?
 
Nothing is wrong with anything. That's just the actual speed of the downloads you will get at 256Kb. 15-25KB/sec is normal for that connection.
 
Oh, I missed that, I'm not used to seeing connections that slow ;)

$50 AUD ($40 USD, $57 NZD) a month gets me 256k ADSL with unlimited downloads. TPG has ADSL2+ (24mb/s, 18GB/month) for $50. My parents don't want to get it because they "don't feel motivated to do it".

For $10/month, I get 56/56, although it's more like 35/243 sometimes. Yes, that's dial-up. Basically I'm mad at all broadband companies, mainly AT&T. And the government, and the FCC, and...

i live about 20 miles from the bridge in minnesota that's been in the news lately, and fortunately, i have contacted comcast and learned that cable is available but is about $45 a month.
