Been a while since I JB'ed my iPhone 4S. Trying to up resell value but it's been updated to iOS 6 and Baseband 3.0.04. Checked SHSH blobs and have 5.0.1 so can downgrade, but is the 3.0.04 baseband currently unlockable?

You cannot downgrade once you go to iOS6 with 4S
Read #3 and down through the remainder of the text.
Depending on who your carrier is, you can get sim interposer or IMEI unlock from grey market vendor (I would choose the IMEI unlock)

Actually the gevey sims for the 4S wont work with 6.0 firmware basebands or higher.
Only with 5.1.1 and lower. In this case your only unlock option is the IMEI unlock from ebay or other sellers.
And like said above even with shsh blobs you cannot currently downgrade a 4S.
All other previous model iphone you can.
