I don't want Feedly, or Flipboard, or anything else that overcomplicates the basic need to:
  • Add RSS Feeds.
  • View the available updates chronologically.
  • Choose to open each, as and when, in Safari.
That's right: no push notifications, no in-app browser... just something very basic.

Is anybody aware of such an app?
 
I don't know of an RSS reader that exists that does not have an in app browser, but many will allow you to open the article in Safari once you are in the article.

I use Newsify and it can be setup to a swipe action will open the article in Safari. That might work for you.
 
I suppose you can try Safari's shared links option. Simply add the websites you want to it, though I imagine that it can quickly become unmanageable if you have too many websites to keep track of.
