So my cycle count is nearing 2/3s of the 1k count mark and has been experiencing battery issues, when this mac was new I would typically get around 9 hours out of a charge and now it's less than half of that. My Mac is claiming the battery condition is normal. Is such a lull in battery life typical at this point?

It's still normal as that's what is seen as "normal" battery wear. Batteries are chemical devices that hold less of a charge over time. It won't register as "service" with macOS until the majority of it's chemical life has been spent and it can no longer give a functional performance to the device, which in a regular macbook's case is around 2.5 - 3 hours.
