So on my wife’s iPhone 6, the Battery Health screen never finishes loading. It’s has the spinner going, but it never loads or doesn’t error out just goes on for ever.

Kind of hard to report a problem with a beta feature when Apple removes the Apple reporting app

Has she ever had her battery replaced, or was the phone bought refurbished?

No, to both. It’s actually driving me nuts. I tried taking the oh e to the Apple store to have them replace the battery because the phone shuts off randomly. They tested the battery and said nothing is wrong. So I was looking to 11.3 to get a better look at the battery health.

This sucks. Try factory restoring after taking a backup and check for the battery health before restoring. If it works then no hardware issues and then restore the backup. If it still works then no problem and if it doesn’t then some corruption in your current setup and a factory restore would be a way to go.
