Battery is not charging

Yup. You can disable it by going to battery in system preferences.

Though if it's not charging when battery is at 1% it is clearly not working as intended.

Even when I turn off the battery optimization feature, it still doesn't charge.

The battery manufacture date 11/30/1979 does not look correct and it appears that Apple has changed the way it determines the battery status. Apple promotes 80% up to 1000 charges. Looks like to me there is a bug in the battery charging logic in Big Sur beta.
