1. It is a developer preview, so I think this is normal.
2. The power management code is pretty complex. Apple writes power management code for many different versions of the SMC, CPU, GPU, integrated GPU, battery (heat), SSD, user defined settings, network settings, external volumes (data transfer and bus management protocols) and so on.
 
The software is still in beta with many testing and reporting processes running. Battery life discussions are useless known. You'd do better to wait until the public beta or (preferably) the GM seed.
 
try resetting your SMC, DP1 did something weird and it stayed that way in DP2 until I reset it, now I'm back to my usual ~8 hours with my screen dimmed 3-4 ticks instead of the 4 hours.

it's also possible that power management in 10.11 hasn't been fully tuned to your specific machine or something is causing hardware to run more than it should (GPU, fans, etc). it should improve as more versions get released.
 
Mine's pretty crappy too... but it's one thing I expect them to get right before the final release since they're pretty anal about this stuff.

Check your activity monitor, look for any process that's eating too much or eating consistently. A process stuck at 1% constantly is just as bad as a process eating 100% for a few minutes.

Check Console for any crashers that might be causing processes to react.
 
I know it hasn't been even a day, but can someone tell me how good is the battery life on MB Air, mid 2013?

I have an Retina Macbook, and the battery with El capitan is pretty bad.
But it's a beta, and I'm really enjoying the performance so far

Your eyes have adjusted to max brightness? I can't take more than halfway.

Well, rMBS are doesn't have a bright screen actually. It's not bright enough to use comfortably in outdoor and too bright to use in dark room in my experience.
