I heard from someone that you should drain your battery and then fully recharge it to keep it at optimal performance. If this were true, then would it be bad if I had directly connected to an outlet oftentimes even if it didn't need charging?

Fully discharging and recharging is good to do about once a month. Having your iBook or PowerBook plugged in is not a problem.
