Battery not charging

Hi. When I plug my MacBook Air to adapter (not 100 charged) it shows the icon of not charging and stays there for a few seconds and doesn't charge (mostly a minute) and then starts charging.

Last month purchased Mba m2, original 30w adapter from box

I tested with another adapter, 67W, and no change at all. Can it be some prevention from the os or is it hardware issue?
