I recently purchased an iPhone SE. The battery rates 97% in Battery Health but the thing seems to drain very fast compared to my other iPhones. Honestly I'd just like to spend the $29 and get a new battery, especially given that this battery is a few years old now. If I set up a Genius appointment will they just take the phone in the back and run diags and say my battery is fine and they won't do it? In under words, are there conditions under which they won't replace the battery?

They will tell you the swap is not necessary and to save your money. If you insist and state say you'll pay for it, they run diagnostics have you authorize the work and provide you a pick up time.

At this point, they are use to the song and dance.
