on my iPad Pro 9.7, the battery usage/standby times frequently stop reporting. It seems to happen at random points once the battery dips below 25%. There's a little message that says "usage times will be shown after the battery is fully charged"

It doesn't feel consistent enough to be intended functionality, but frequent enough to be more than a random glitch.

Anyone experiencing anything similar?

If the iPad re-springs, those stats are lost until the next time your charge your device to 100%. Besides the springboard crash, a hard reset will also dash out those numbers.

haven't confirmed, but this seems entirely plausible. i know for a fact my iPad did a really nasty springboard crash yesterday, where it sat on the apple logo for the better part of 5 minutes. and off the top of my head, i think i've had a number of re-springs that could very well correspond to instances of the battery stats disappearing.

i guess that changes it to an issue of what is causing such a high frequency of springboard crashes! i get the feeling it most frequently happens in safari.
