I can confirm that iOS 9 does this too, and I'm quite certain that's how it was with iOS 8.It has started with iOS 10. I believe it does it now because before standby would go up, even if the phone was entirely powered off. Because that was time since last fully charged. This way it wipes it if the phone is off so it does not skew the numbers.

Just rebooted my phone on iOS 9.3.3. Slide to Power Off->Boot.

I concur ,.. this has only happened since ios10Then you are the only one that is having that issue. This absolutely does not happen in iOS 9. I just checked a 9.3.5 device. Standby time and usage time remains after a reboot.
One thing I remember is if you powered off (slide not hard reset) it would stay UNLESS it was off for a few minutes. If you turned it off and left it for maybe 5 min then the battery stats would zero out just like a hard reset. Only a quick reboot would the battery stats remain. I have 5 different devices ranging from iOS 8 to iOS 10.2 beta and ALL of them lose the stats after a reboot. This has been happening for a long time now.

A soft reboot? That is 100% not the case on my iPhone 4, 4s, and iPad 2 ranging from iOS 7-9.
If I turn my devices on or off, hard reboot, or what would be considered a respring, I lose battery stats. And in another thread I saw that this is the same for a vast majority of people. It's happened honestly since I can remember and just thought it was the way that Apple designed it.
