So after updating to iOS 9.1 when it came back, I noticed the battery widget that shows the battery level of a watch or the iPhone charging case was available. I thought you had to actually have one of the products in order for the widget to be available? So is it a feature? (I wouldn't understand it, seeing as a widget to tell me my battery percentage when it's right in the top right corner would be useless), or a bug?

TL;DR: I don't own an Apple Watch or Apples iPhone charging case, or any Bluetooth devices connected at all, but the NC widget that appears when you own those devices to tell the battery life on them is still available to me.

iPhone 6s, iOS 9.2 (not jail broken obviously)

You can add the widget but I believe it won't show you anything unless you have another device connected.
