i have a SR macbook and i says its fully charged health is 100%, but it wnt go past 96%, its no even 3 weeks old yet and has 23 cycles

If you discharge/charge it when you use it, and you use it a lot, I can see 23 cycles happening in 21 days... although that does sound pretty high. I use my MBP semi-regularly and have 85 cycles over 11 months.

As far as never getting past 96%, you probably need a calibration. Follow the instructions posted here. What does CoconutBattery say about the Maximum charge of your battery? That will indicate a problem if you have one.
