My iPhone6+ has been working fine this whole time until a week ago when the touch screen started to become unresponsive and if left the device unlocked the phone will open and close apps like a ghost. Oddly if I activate siri and ask it any inane question and go back the home screen i can momentarily use the touch the screen again and use apps for about 20 seconds to 10 mins depending on what the ghost phone feels like.

Is this a hardware issue that I can get repaired?

The screen is hardly cracked so I know that isn't the problem. What does siri have to do with the touch screen?

"hardly cracked"??? What does that mean?

'Cause to me, it sounds like:
1. your screen is damaged, and
2. your digitizer is broken.

The digitizer is the part of the screen that handles the multitouch functions. It that's broken, the phone won't (or not completely or not always) register your touch. So yeah, it's probably a hardware issue. You'll probably need screen replacement.
