Beachball on open file in preview, finder hangs "preparing to move" 1 file

Finder: Attempting to move a single 356KB HEIC file up one level in a local directory reports:"preparing to move to xxxdirectory"

Terminal /zsh / mv has no trouble.

Attempting to open screenshot from desktop to post to this discussion displays spinning beachball!

safe mode no help

Additional info: using finder copy/paste small txt file also hangs. preparing to duplicate

activity monitor says "open and save panel service ..(Not Responding)
