It died but once I got inside the bus it’s fine. Shouldn’t it be insulated enough to work in that temp ?

That's not very cold at all. I've had my iPhone shut down in my pants pocket but that's usually around or below -30 C. Spotlight tells me 22 F is barely freezing. I wouldn't be happy about any gadget failing at that temp.
