My 2009 iMac recommends windows 7, but I would like to run a newer version of windows. Is it possible to upgrade windows after I install windows 7 and not mess up the boot camp settings?

That's what I did on my mid-2009 Macbook5,2. Clean install of Windows 7, installed bootcamp drivers manually (bootcamp 4, I think - it was years ago), then updated to Windows 10 when Win7 stopped getting updates. Avoiding Windows 11 for the moment.
How can it go wrong when you install Windows 10 with a USB installer and after that, Bootcamp driver?
If you want to use the bootcamp app you have to modify it in order to work with your old hardware.

In short you have to copy the bootcamp app, edit a text file and you're good to go.
Keep in mind that some devices will not work with Windows 10 out of the box, for example there may be no drivers for Geforce 9400
