Curious what would be the best for not to notice picture difference from a 4k tv (with 4k content) and minimum quality that would still be doable in pretty good quality ?

On my 2018 12.9 Pro, I can see the difference between 720p and 1080p but above 1080p, it's not visually a significant difference to my eyes, i.e. I find 1080p to be adequate.

I can notice significantly higher bitrates watching 4K content on my iPad Pro, but the actual resolution is more or less 1440p due to the actual resolution of the iPad Pro screen.

Just to put a point on that - I've ripped a ton of Blu-Ray DVDs I own for viewing on my iPad and I only use 1080p.

you will notice much more the size of the video than the resolution.... And you may notice the black bars too.
I don't know how big your TV is, but keep in mind than in an 12.9 iPad the actual size of a 16:9 video is slightly under 12in, and it's even smaller if the video is wider like a lot of movies or some YouTube videos made to better fit current smartphones. For reference, a 16.9 video is 9in in a 9.7in iPad, 9.7in in a 10.5in iPad and 10.5in in an 11in iPad...
At this size anything above 1080p is barely noticeable unless you look for it...

From what I am seeing on my 2020 iPad Pro 11”, 1440P seems to be the sweet spot, anything more does not seem to make a difference and 1080P seems to be best in terms of quality to bandwidth taken.
