Speedtests only work on the network you are currently connected to. While you can use ping, traceroute, etc. to check remote servers, there really is no way to test cellular data speeds for a few reasons. First is that you can't ping individual towers, and because of how cellular networks operate, you'd really need to be in the specific location to test speeds.
