It depends on what your definition is for all of your qualifiers - these mean different things to different people. Your best bet might be to try a handful from different developers to see how they meet with your needs. Raw Power from Gentlemen Coders (ex-Apple, Aperture developers) is powerful, fast, minimalistic from my perspective, works on Mac OS and iOS devices and can work as an extension to Apple's own Photos, which is also, for what it does, reasonably fast, powerful and minimalistic.

Tools like Luminar (Skylum), ON1 and the like are less minimalistic but have lots of one-click filters for "instant good looking images" (saying somewhat tongue-in-cheek as it depends entirely on what you think of as good looking).

Tanagra (not really)
Luminar is probably one of the simpler options, since it has a lot of preset filters. However, it is good to learn what is going on behind the scenes, as it will help you improve both ends of your photography.

Take a look at the DXO Photo Lab apps (I am presently using Photo Lab 3, and DXO Nik Software package). Another good one is OneOne's Photo Raw 2020. I am using the three apps above, but have a long way of learning. Once I am proficient with at least the DXO apps, I will not longer use the standalone CS6 app I have on my computers because I don't want to depend on online apps and monthly fees.

Complex but very good is Affinity Photo, plus you can get it through the App Store. Free but steep learning curve is darktable.

"Best app" ??

What kind of processing do you wish to do?
How much money do you have?

Most image-editing apps have free trials.
Try them all.
Be aware of what they cost.
Be aware that paying more may "get you nothing" if you don't actually use the extra features.
