So it has been years since I looked into this and back then there wasn't really a viable solution. But with the new magic keyboard and everything I wanted to try again.

Are there any apps now that wirelessly stream a windows 10 desktop to an ipad? Not just a mirror but where you can actually remotely use your PC? Is there one that would considered the best? Apple pencil support would be ideal.

I would definitely recommend Jump Desktop.

Thanks everyone! Jump Desktop is working great so far. Some lag drawing in photoshop but not bad. I assume it would be improved if I hardlined my pc instead of wifi, though both laptop and ipad are on 5ghz. I'll keep playing around with it.

If that kind of thing is your end goal over general purpose usage then you should check out astropad. I believe there is windows support nowadays.

Yes, Ethernet reduces latency significantly, even compared to 5ghz wifi
