I know there are a million apps out there that do this, but it's such a sketchy category I want to get something off the App Store. I've tried a couple but nothing that actually just converts FLAC to AAC/MP3 in batches with a specified bitrate. Any suggestions? Thanks!!

Fission does exactly this. Not cheap but well supported and does a lot more than just batch process files.
Another vote for XLD. It does more than just batch processing of files. It isn't in the app store. If you look through these threads, you will find plenty of threads that mention XLD.
