Which of these two methods will be faster to pre-order an iPhone:
1) Using MacBook with Apple Pay (Touch ID) but ordering through apple website
2) Using iPad Mini and manually entering info (no touch ID/Apple Pay) but using Apple Store App
(I have heard the website tends to crash in the past, is this true)

Use both. I'd recommend having the Apple Store app as your #1, though. Also, if you can, use the iPhone you're upgrading from because it'll automatically put in your carrier information if you select "upgrade this phone."

I'm in Canada, so like all the iPhones we buy from Apple is carrier unlocked, so would i need to put in carrier info?

100% best method is to use the Wifi from an Apple store at 12:01 AM. It is the only way to ensure your ping is the lowest possible, if your ping is too high you will have zero chance of getting a phone.
