My photo library from 2000 onwards have over 70K photos split in three different organization methods

2015 Onwards - Entirely on OS X Photos and backed up in icloud

2009-2015 - Part of it is on OS X photos and icloud but not all. The rest (including those in OS X photos) is organized in the traditional folder format with Year-> Event -> photo files hierarchy

2000-2009 - All the photos are n the traditional folder format with Year-> Event -> photo files hierarchy

I have been thinking of consolidating it all and exploring my options:

1) Import 2000-2015 photos into existing photo library and then remove duplicates via photos

2) Create a new library - Import 2000-2015 photos into it and let the dupes remain

3) Something else ?

If at all possible, I would like to retain the folder structure data considering the older photos may not necessarily have the right exif data for dates etc.
Maybe something that lets me use the existing folder structure metadata to organize them as separate albums by year?
