Hi guys,

I got the new iPad Pro 2020 and I‘m looking for a good photo app.
I have no experience, so the app shouldn‘t be complicated or complex.

I just want to resize images exact by pixel, have a lot nice filters and „normal“ photo editing stuff.

What would you recommened up to 10$?

You can check out Snapseed - it’s free at least used to be and offers plenty adjustments but not sure on the precise cropping.

Aside from the resize image requirement, perhaps The built in Apple photos has you covered?
To be able to resize photos, you could research using a Siri Shortcut.
I’m not sure about your exact requirement, but I resize photos using a shortcut sometimes, mainly to get to file size down to quickly post on forums. It’s a pixel based resize, 50%, 25% etc. To simple for you but worth looking at this route. Then it’s all free!
Easy to use, sharesheet when edited, resize with shortcut, save back to photos with sharesheet.
 
If Apple released its best photo editing software ever - Aperture - for iOS it would be called Pixelmator. I've just recently tried it and brings back memories.
