iPhone Best reputable unlocking for Digicel SIM/Papua New Guinea

My dad is in Papua New Guinea for 6-12 months and has a Verizon iPhone 6 running iOS 8. He bought a Digicel SIM, but needs to know the best way to unlock his phone for use with it. He sent me the link to some ebay product from China, an unlock kit they ship to you, but I am wary of buying anything from China.

Any recommendations on the best ways for him to go about this? Preferably under $20. I also don't like the idea of giving my IMEI to some unknown company, but please let me know what is good, thanks!:apple:

Verizon iPhones should be unlocked out of the box
