+1 I was just starting to look for a phone app, and I found out I could do it in garage band and wow it is easy.

Just drag the song, select the 40 seconds you want and use the menu in garage band to export to iTunes as a ring tone.

By far the easiest I've seen is http://audiko.net/. You can upload your mp3, cut, edit, then create a ringtone of your liking.
You can also download other ringtones others have made previously.

Same, with the apps you still need to hook up to iTunes to synch the ringtones.. So if you're on your computer might as well must use a website.

It's good cause you can use any YouTube link. Does the job for me.

Stuck on Audacity for custom edits.

Grab an mp3, select the portion I want, cut, custom fades, attach two different parts together, raise/lower volume, effects & etc.

The file gets exported as .mp3, convert it to .m4a(Apple AAC) on iTunes, and change the source file from .m4a to .m4r and pop it into Ringtones.

I prefer having lots of flexibility with editing/creating ringtones. :D

I had never install any third party apps for making ringtone on my phone, I love Zedge app, but I use the web page of that ringtone and download the cool ringtones directly from there and then move it to my ringtone folder.
