I have 13.1 beta 3 on my device and am selling it Friday morning. In an effort to not limit buyers who may be coming from an older iOS update, what would you suggest I do to my device before the sale?
 
What you mean? Basically everything that is not stored in the iCloud will be lost from the phone - but that's the point right? You want to remove everything and sign out of the iCloud as well before selling.
 
I would recommend 12.4.1. It's the only current release version of the OS.

No guarantee 13.0 GM is the final release, and 13.1 beta is definitely not a release version.

You wipe the device and sell it on the person on IOS 12.4.1 then they can update to ios13. Why would you ever not wipe the phone?

Sorry, should have been more clear. I realize I need to wipe the phone. I didn’t think I could give a clean phone on 13.1 to someone that would be restoring from ios12 and thinks work properly.
If I dial it back to ios12, will I lose any data?

Just do a backup of your phone on the current 13.1 beta, restore your phone back to 12.4 for the new buyer.

when you get your new iPhone, set the phone up as new, download the beta software, erase the phone and then restore via iCloud backup. That may seem like a lot, but it takes less than 10 minutes. I always do at the apple store.
