I know there are a lot of cheap and slow android tablets every where but is there any premium small form factor android tablet? Im talking like an iPad mini rival a tablet with a 8-9 inch screen and that it has a respectable spec sheet.
I know there use to be some huawei media pad mini long time a go but they never update it any more or even the Asus 8.0 from verizon was cool but that was 2-3 years ago.
 
Verizon site shows a TCL tab. Seems like a decent one. Not premium though.

There's no iPad mini rival from the android side, unfortunately. There's a reason why Apple rarely updates the mini (the Air got updated, but the mini 5 didn't. And let's not forget the gap between the current mini 5 and the mini 4). Apple practically has no competition in the segment.

If cost is no object, you can consider the Galaxy Z Fold 2.
 
Best is a personal taste. I use a Lenovo Tab M8 FHD as a daily driver - works great for my use - web browsing, forum chats, Lightroom edits, music, YouTube - overall companion.

I have a Samsung Tab S2 that is 8" but I don't know if they kept making those 8" after the S2. I also have a 9.5" Tab S2
 
I think to be honest, if you're looking for Android-based iPad performance you are really better off looking at Samsung:
For big tablets, sure, Samsung has the new premium Tab S7 and S7+. But for iPad mini size, which the OP was referring to, Samsung’s best offer is the low end Tab A 8.4, and that’s not much better than the Tab A 8 with s-pen from 2019. Now these things are not bad actually, but they are not a premium tablet experience. They are still low end tablets.

You can find those usually for around 100 or less, they had a deal on slickdeals for 60 bucks before it sold out.

I've got a 2019 Tab A that I bought to run a GPS tractor guidance system. It's solid metal build quality but it was lag-tastic from new, straight out of the box and the screen is pretty washed out.

Of course it’s lag-tastic :D 2GB RAM, only old A53 cores, eMMC storage.
