This might be a duh question, but I can't get my head around it.

What do to with my existing photo collections?

1) Upload to iCloud Drive

Or

2) Sync with iPhone and let iPhone upload to iCloud Photo Library with keeping only optimized photos on the device

For option #1, how will I be able to access the photos from iOS?

Probably not very helpful, but it depends on how you use your photos. Do you have a large amount of photos and often view them on an iOS device? In that case the "optimized storage" feature is of course helpful. Do you prefer to have full control over what gets uploaded to the cloud and what doesn't, or want to organize the photos in folders as you see fit? In that case you may be better off using the photo upload capabilities of a service like Dropbox or Onedrive, or perhaps iCloud Drive if you find an app that has similar sync capabilities.

I will say this though: I will definitely not use Photo Library as long as (1) it is still in beta and (2) there are no confirmed ways to download the photos in bulk on Macs *and* Windows PCs.
 
You are spot on the analysis :) the few things that remain to be confirmed:
- iCloud Drive iOS app
- Bulk download from iCloud Drive on desktop

If the above can be answered, iCloud will just get a lot more useful!!
