No, that would be larger. 128kbps is 128 kilobits per second regardless of it's recorded at that level, what format it is (MP2, MP3, MP4 (AAC) or even wav. "kbps" is bandwidth.
So, no, it won't be any smaller.
Anyway, you can make a 128kbps file into mono making it 64kbps. Or you can make your 128kbps into a 64bit stereo file. It's up to you. I would usually go about how you shouldn't reencode your already encoded files, but since you think 64kbps WMA is fine, well, there's really no point, is there?
Select "import" in itunes, select "MP3" (or "AAC" yielding slightly less crappy quality)> "special" >choose what bit rate (64kbps, sigh…), select "joint stereo" (which is in effect are are left and right channel summed=mono), save. and then select whatever you want reencoded, right click, and it should be obvious what you should do.
