Does anybody have a step-by-step process of how to move my iOS backup from my Mac internal hard drive to my iCloud? Trying to open up space on my 128GB Mac.

Just create a new backup to iCloud and then remove the old one from your Mac. Won't that work for you?
The reason I ask is that when I set my setting to backup in iCloud, it immediately reverts back to backup via Mac.
You may be low or out of storage space with your iCloud account. Apple only gives us 5 GB which can get used up fairly quick depending on how much you have to backup. You can check that easy enough from Catalina System Preferences, Apple ID, iCloud Storage.
