I'm not 100% sure for iPad, but checkout Weather Underground's App ... you can press on the map in the weather section and it will open a full screen radar.
 
I use RainViewer on my iPhone. It is available for iPad, but not sure if it works in landscape or not.
 
I also vote for RadarScope. It also has an Apple TV mirroring mode that removes some of the controls on the screen. I've seen the local weather folks use it in that mode on TV broadcasts.

Another vote for Radarscope. Have used it for years on my Mac, iPhone and iPad. On rainy days (like today) I leave it running all the time like a "screensaver" on my mediaserver screen. But it's not for everyone, you have to pick a specific radar station to view, so that limits the coverage area. It doesn't show a composite map of multiple radar sites.

My favorite radar app is the Radarscope Pro. It has lots of features. Their website has online documentation on each radar data function.
