I have two Macs on Beta 10 ( build 19A578c ). I did not install the GTM ( build 19A583 ). However, neither of my Macs see the official release today. Everything I read said that only the GTM build would not be updated once the public release version was available.

What am I missing?

You need to download the installer app from MAS. It won't update through System Preferences.

Do you mean I need to download a multi-GB dmg, make a bootable medium, and then install from that? This is totally not what anyone said about entering and exiting the Mac Beta program.

If I wait until 10.15.01 or whatever the first bug fix is, will the upgrade proceed automatically from then?

How to download the installer from the MAS? I click the get button, and it navigate to the software update dialog and said the version I requested now available.

ok, has to switch the main language to English instead of Chinese.

2) Search for Catalina?
3) Click that "Get" button?
Ah, I see it. Thank you.

Now I'm downloading an 8.09GB "file" now in the Software Update pop-up. When finished, will it install like other updates have installed, or will I need to make boot media, etc.?

It'll install like any update. It took about 30 minutes to install on my machine.
