I tried to install the Public Beta 3, everything was normal, the computer restarted and started the install (black screen with white apple logo and progress bar) The computer computer froze with 8 minutes left in the install process, the progress bar stopped and I couldn't move the mouse cursor. I left it overnight just to see if it would finish, and no luck. I turned the computer off and back on, it restarted twice, and everything seems to be fine. I'm still running Beta 2, but everything seems fine. Would a failed OS X update cause any issues? I don't trust that the OS if fine, even though all seems ok.

I don't know.

My PB3 update process stalled at a black screen after reboot. I left it that way for hours. Eventually I held down the power button & when it rebooted, it logged in fine. Restarted the upgrade & it worked the second time.

Yeah everything seems fine but I don't trust it. Might just do a clean install of El Capitan and forget the betas.
