Beta 4 = GM Seed?

Last 3 betas have all 'seemed' like GM seeds. But they keep rolling out more betas. Apple is becoming unpredictable again.
Since developer and public betas came out simultaneously, it might be a sign that the general public will get this version next week...
Release notes mentions "A user updating to an iOS 9 GM build from a seed build may see.."
Was that line in beta 3 notes? If not, I'd say this is the GM.

Doesn't seem like that implies much one way or another given the last few betas seemed like that too (as far as the version number goes).
Its possible the lag was an oversight and Apple didn't catch it. Which is why Beta 3 and now Beta 4 are out. To make sure that its taken care of. No issues thus far with Beta 4.
Your comment totally contradicts itself. There can never be too many betas if there are still issues tone resolved. Yet you think there are "too many betas"! Ufff
There have been A LOT of app updates lately; seems like a logical indicator that a new iOS version is ripe for release?
