I've noticed in beta 4 some of the toggles in system preferences can't be toggled. For example, I can't toggle off WIFI. Anyone else face this?
 
Yeah I've rebooted a couple times. It is weird such a basic thing is broken, but it is not all toggles. For example the toggles for wifi, bluetooth or firewall don't work. It seem's like the bigger toggles don't work but the smaller ones do.

I can turn WiFi, bluetooth, and firewall on and off without any issues - the same goes for Reduce Transparency. These issues seem to be specific to individual setups rather than bugs within the OS itself. It is possible that some other setting and/or software is preventing those settings from being turned on and off.
 
you could create a test admin account, see if it works there. (it's fine here)... then you'll at least now if the issue is global, or tied to your mac account
 
They do work if I create an another account. Now the trick is trying to figure out what with my account is preventing the toggling of a simple UI element.

Nethertheless I filed a feedback issue. I'll update if Apple responds.

If it happens again, deleting cache and logging out might help
~/Library/Group Containers/com.apple.systempreferences.cache

I'm pretty sure this falls within the very definition of bug.

Based on a later post from the OP, it seems to have been related to something in the user account itself rather than a bug with Tahoe itself. For this to be a bug with the OS, it would have to be easily verified and replicated by other users.

For example, the App Store app in Tahoe has two major bugs right now. the first bug is that you cannot reload the updates panel in the app. The second bug is that not all prior purchases are showing up when you go to your account. You can still download and update apps from the individual app pages in the App Store, just not from the lists where they should appear. Both of those issues have been verified and reported multiple times.

I have installed Tahoe in UTM just to check the UI and I also wasn't able to switch some toggles in the settings app but I thought that could be just VM's fault
