Safari > Preferences > Privacy > Manage Website Data allows me to view 7 cookies at a time.

Since you aren't even allowed to increase the size of the window to show more, is there perhaps a file somewhere on my new M1 macbook where I can export the list or at least view a larger number of these cookies at once?

To view all the cookies, local and session storage on a site, you can enable Developer Mode - click the advanced tab in Safari preferences and check the box to show the Develop menu. After doing this, choose "show web inspector" from the Develop menu. A window opens at the bottom of the screen, click the Storage tab and you will be able to see, inspect and delete whatever you like. You can make that window as large as needed or even open it in a separate window.

Not sure if this does what you want though, it only works for the site you are currently viewing.

There is also the cookie management application called (simply) "Cookie" ...

Had to correct a typo: "Since you are even allowed to increase" should have been "Since you aren't even allowed to increase..."

I can scroll through the window, but what I'm saying is that it only allows 7 cookies to appear in the window. That's a lot of scrolling when I'd like to see a snapshot of all the cookies that are in there. I'm curious as to how I can remove all cookies, close all browser windows, but then, after waiting a moment, check again to find that cookies have returned. So "supposedly" I am removing cookies, but apparently this isn't really happening.

I even checkmarked the "Block All Cookies" option, but this return of cookies continues to happen without me opening a browser window, and will do so despite repeatedly removing all cookies and clearing the safari cache.

I have a theory now that they are generating from my safari Reading List.

If you want "full control" over your cookies, that is what you need.

It can be set to automatically delete cookies when you wish (I set it to do so when I quit my browser), AND, it can be set to "whitelist" cookies that you would WANT to keep around as well.
