So I just checked my purchased movies section of this app and noticed that not all of my purchased movies are appearing - at least one is missing (specifically Jurassic Park: The Lost World). I have about a dozen or so purchased movies so your milage may vary depending on what/how many movies you have previously purchased and whether it's your lucky day or not.

Here's how to access the missing movie(s):

1) Go to the "store" section
2) Press search
3) Type in the name of the missing movie
4) When the missing movie appears in the search results, it will have a play button next to it (provided, presumptively, that you have previously purchased the movie)
5) The movie will then stream in place.

Obviously this is:

a) fiddly, time consuming, unintuitive, very unlike what one would expect from Apple, and just plain stupid for a much ballyhooed tentpole app.
b) Unlike the purchased movies section of the TV app which gives you an option to download your purchased movies to your device, you can only stream the previously purchased movie. If you in an area without a connection (wifi or cellular) you're SOL.

Tested on iPad Air 2. This is one of the reasons I don't have any interest in streaming services for any must have content. I don't know if there is a rights issue involved or if it's a bug, but either way you're screwed so it doesn't matter.

For me I don't have many purchased movie in account and in Australia no such thing called TV app so I don't mind.

However, this is a dangerous trend.

I've found that if movies are missing, simply signing out of your iTunes account and signing back in will get them back. That's how it worked with the Videos app. It may work with the TV app as well.

This issue is now resolved. Turns out it was user error (more or less) so this one is on me. The tv app defaults to "recently added" purchased movie section showing a horizontally scrolling list. Selecting see all from here only shows a page view of recently added purchased movies, not all purchased movies. These is a drop down library menu on the top left corner where you can select all purchased movies. So I take back all of the nasty things I said or implied in the topic post about Apple. It works.
